Utility Assistance – Automated Appointment Scheduling!

LEADS Utility Assistance Programs (HEAP and PIPP+) now have an Automated Appointment Scheduling System. You can check income eligibility, documents needed for verification and schedule an appointment at any of our centers in Buckeye Lake (Food Pantry), Newark and Pataskala center.

Winter Crisis Funds Begins November 1, 2019

LEADS Community Action Agency will have funds available for income­ eligible households with their gas and electric bills through The Emergency Home Energy Assistance Program, also known as the

Winter Crisis Program.  To qualify the household must be in a disconnect/off status.  Assistance is also available for bulk fuel, like propane, fuel oil, wood, kerosene or coal, if you have a 10-day or less supply.

Required Documentation: All 18 years or older household members must provide 30 day’s Income, Current Gas and Electric Bill, Lease agreement (for Renter) Food stamp award letters, social security card for all household members, Photo-ID

ATTENTION:  Zero Income- Household members must provide documentation on how they maintain household without income or a Tax Return Transcript.

HEAP Summer Crisis Program Begins July 2nd, 2018 ( Tuesday)

The LEADS and Ohio Development Services Agency will help income-eligible Ohioans stay cool during the hot summer months. The Home Energy Assistance Summer Crisis Program provides eligible Ohioans assistance paying an electric bill. The program runs from July 1 until August 31, 2018.

In 2017 more than 131 families in Licking County were assisted through the Home Energy Assistance Summer Crisis Program.

The Summer Crisis Program provides assistance to low-income households with an elderly member (60 years or older), or households that can provide physician documentation that cooling assistance is needed for a household member’s health. This can include lung disease; Chronic Obstructive Pulmonary Disease; or asthma, which affects more than 850,000 Ohioans, according to the Centers for Disease Control.

Eligible households can receive up to $300, if they are a customer of a regulated utility, or $500, if they are a customer of unregulated utilities such as electric cooperatives and municipal utilities. The assistance is applied to their utility bill or applied to central air conditioning repair costs. Ohioans must have a gross income at or below 175 percent of the federal poverty guidelines to qualify for assistance. For a family of four the annual income must be at or below $42,525.00.

Ohioans enrolled in the Percentage of Income Payment Plan Plus Program (PIPP Plus) or have a PIPP Default are not eligible for bill payment assistance through the program but are encouraged to work with LEADS to identify other opportunities for assistance.

2018-2019 CSBG Grant Elected Officials Notice

The CSBG program funded through the U.S. Department of Health and Human Services provides support for a number of important services to low-income residents throughout Licking county.
This memo is to notify you that the LEADS PY 2018-2019 CSBG application to the State of Ohio will be available for review, December 13, 2017. A Copy 0f this application can be reviewed at LEADS Administration, Office, 159 Wilson Street, Newark Ohio between 10:00am and 3:00pm on the above date. Please call 740-258-6112 or email Terry Boehm at tboehm@leadscaa.org for an appointment.
Any written comments you any have regarding the application should be received by this office no later than 12:00pm, Friday, December 15, 2017. Your comments will be reviewed by this agency and forwarded to the Ohio Development Services Agency; Office of community Assistance.
