Fraud Alert: Phone Calls requesting Personal Information

LEADS was made aware recently by the State of Ohio Office of Community Assistance of a Fraud Alert that could effect some of our Community Service clients.  Please read the following information:

It has been brought to our attention that there are clients receiving calls from an agency identifying as a “HEAP” provider or in some cases from “The Energy Assistance Program”.  The caller is requesting personal bank account information and social security numbers.  Reports indicate that the calls are coming from a 1-800 number and in all cases the caller states “HEAP” was awarded extra money to assist with customers because of the recent cold snap and that bank account information is needed in order to credit the award to their bank account.

These calls are not from the HEAP providers or the Energy Assistance Program (The actual HEAP process does not include deposits into bank accounts, rather they credit the person’s energy bill).   If you are a client of LEADS and receive this call please contact one of our Community Service Offices to report the phone call. National Emergency Grant (NEG) Program

On June 29th and June 30th 2012 the State of Ohio suffered widespread damage due to severe windstorms that came through the area. Both Licking and Guernsey County were declared disaster areas by the federal government, because of wind related damage too many public lands, including parks and waterways. A National Emergency Grant (NEG) was provided to Licking County Job & Family Services to assist in the clean-up with LEADS as the Project Operator. The program started at the end of December 2012 in Guernsey County and January 2013 in Licking County. During the program, LEADS was able to train 44 participants in the program. LEADS Grand Reopening Celebration of Windsor Heights Apartments

LEADS held a Grand Re-opening celebration of Windsor Height Apartments in New Lexington, Ohio on October 18, 2013. The residents along with all the partners involved in the remodel were able to attend the celebration. Windsor Heights Apartment underwent an extensive rehabilitation due to being awarded funding through the Ohio Housing Finance Agency 2010 Housing Tax Credit Program. This allowed LEADS to update the kitchens/bathrooms, new windows, roof replacement, vinyl siding, add additional space in the community room and provide a new patio seating area for the residents to enjoy the outdoor scenery s urrounding the property.

Funds have been provided by The Federal Home Loan Bank through the Affordable Housing Program and Ohio Capital Finance Corporation. The construction loan was financed by Park National Bank and Fairfield Homes, Inc. was the construction contractor.  Wallick Companies provides the property management.  Windsor Heights is a 25 unit senior property.   The total cost of the rehabilitation which was completed in early October of 2013 was $3,917,783.00.  Since 1990, LEADS Community Action Agency has developed 38 affordable housing projects in 21 counties in Ohio with a total of 1,309 apartments and single family homes.

Winter Crisis Program

Winter Crisis Funds Begins November 1, 2013

LEADS Community Action Agency will have funds available for income-eligible households with their gas and electric bills through The Emergency Home Energy Assistance Program (E-HEAP), also known as the Winter Crisis Program.  In order to qualify, the household must be in a disconnect or shut off status.  Assistance is also available for bulk fuel, like propane, fuel oil, wood, kerosene or coal, if you have a 10-day or less supply.


Makes Payments More Affordable Year-Round,  can clears PIPP debt for good-paying customers, please contact your local LEADS center to answer any question regarding the PIPP Plus Program.

Required Documentation: All 18 years or older household members must provided 3-Months Income, current gas and electric bill, lease agreement (for renters) food stamp award letters, social security card for all household members, photo-ID

ATTENTION: Zero Income- Household members must provided documentation on how they maintain household without income.

LEADS Annual Luncheon and Report

LEADS Annual Luncheon was held on Friday, September 27, 2013 at the Longaberger Golf  Club with well over 200 guest in attendance.

The speaker for Annual Luncheon this year was Warden Ginine Trim of the Ohio Reformatory for Women located in Union County.
