For Homeowners For Renters

Rent and Mortgage Assistance

Ohioans who are behind on their Rent and Mortgage payments may be eligible for assistance through the Home Relief Grant made available by the state and federal government.


All individuals applying for assistance must complete a 3-page application and demonstrate need is related to job loss or decreased income due to coronavirus.

Additionally, all applicants must complete a CAA Intake Summary, provide proof of 30 days income and be at or below 80% of Area Median income for resident county.)

Applications will not be processed and approved until all required information is received.

Public Notice


The LEADS Community Action Agency program year 2022-2023 Community Services Block Grant (CSBG) application to the State Of Ohio will be available for public review on November 30, 2021. A summary of this application can be reviewed at the LEADS Administrative Office, 159 Wilson Street, Newark, Ohio, between 10:00 a.m. and 3:00 p.m. on the above date. Please call (740) 258-6112 for an appointment.

Any written comments you may have regarding this application should be received at this office no later than 12:00 p.m., December 8, 2021. Your comments will be reviewed by this agency and forwarded to the ODOD Office of Community Assistance.

New CEO Nathan Keirns

LEADS, Inc. Welcomes New CEO

Newark, OH – The Board of Trustees of LEADS, Inc., a community action agency headquartered in Licking County, would like to welcome Nathan J. Keirns as the new Chief Executive Officer effective January 11, 2021. Keirns has been with Licking County Job and Family Services for fourteen (14) years as a Senior Planner and Program Evaluator.  He also serves as Adjunct Faculty with Zane State College and Central Ohio Technical College. At one point in his career, he was appointed as a monitor for LEADS and has worked with the Community Services Division and the Fiscal Department. He volunteers as an accreditation reviewer for the Council on Accreditation (COA), reviewing social service programs in 9 states as well as in Italy and Germany.

Nathan stated, “More than 14 years ago, I was assigned to monitor agreements LEADS held with Licking County Job and Family Services. I was immediately impressed by the compassion of staff toward customers, the diverse array of services available to the community, and LEADS’ sound management and fiscal practices. Over the years, I have been fortunate enough to work with several LEADS staff and Trustees on a variety of community projects.  It is an absolute pleasure to be considered to join the LEADS team. I am excited about the opportunity to work with the talented and dedicated staff and Trustees to continue the tradition of success that LEADS is known for.”  

Nathan holds a Bachelor’s of Science Degree in Education from The Ohio State University and a Master’s of Arts in Sociology from Ohio University. He resides in Howard, OH with his wife Amber and their two children.

Current CEO Kenneth A. Kempton will continue on in a part time capacity, assisting in the transition, until April 9, 2021.
